Local self-government is the foundation of national statehood. It is at the local level that many socio-economic problems can be successfully solved and real conditions created to ensure a sustainable growth in population welfare. Being a social state, the Republic of Kazakhstan has original experience in the formation and development of the municipal government system, built with a significant share of the people’s representation. The assessment analysis of its features will allow to receive new scientific knowledge that can be used to improve legislation on the basics of local self-government. Comparing the doctrinal positions present in the Kazakh and foreign legal press, it was possible to identify the existence of common problems in the organization and activities of local governments in various states. The purpose of the study was to form a number of scientifically sound recommendations for the development of legal acts in the field of local self-government. Using the results obtained experimentally, as well as a combination of traditional general scientific and particular scientific methods, the conclusion is made that it is possible - in the conditions of convergence of national legal systems - to create a general concept of local self-government organization which would earn the trust of citizens and would be based on a democratic elective form of recruitment. In a state governed by the rule of law, all the essential features of which are enshrined in the Constitution of the Republic of Kazakhstan and have become the basis for the activities of state authorities, it is this model of local self-government that is most effective.
