Abstract
The article is devoted to the analysis of the need for openness, transparency, accountability of government bodies, as well for the dialogue between society and the state regarding the implementation of management decisions. The paper presents a theoretical analysis of the relationship between the level of openness and the efficiency of public administration, supporting anti-corruption, including on the basis of foreign experience. The empirical basis of the research is the mechanism of "open government" that was implemented in 2011 in more than 70 countries including Russia, and analyzed by the author. The result of the research is the preparation of a methodological and organizational model for evaluating and carrying out international and new initiatives that have been successfully implemented in the field of public administration.
